SNU GSIS BK21 FOUR Program hosts various events inviting prominent figures to deliver distinguished lectures with our Special Lecture Series.

For our twenty fifth session, we are inviting Professor of Institute of Social Science of The University of Tokyo, Hiroyuki Hoshiro.

He will talk on the theme of "Japan’s Foreign Aid Policy, 1952-2022: How did the defeated state become a top donor?".

*Abstract: 

Japan's ODA (Official Development Assistance), which began in 1954, continued to increase as Japan became an economic superpower. In the late 1980s it became the top donor in the world in total. After that, although the number one position was handed over to the United States due to economic stagnation, Japan still maintains the top five position in the world and maintains a great influence on the world of foreign aid. As a result, Japan's aid policy has attracted many practitioners, researchers and government officials. What factors have influenced the distribution of Japan's ODA? The purpose of this lecture is to clarify such questions by historical and quantitative analysis. In this lecture, I will comprehensively show Japan’s foreign aid policy, which was the largest diplomatic means (i.e., economic statecraft) for postwar Japan.
