국제학연구소의 퍼시픽 리포트 제8호가 발간되었습니다.
제8호에서는 ‘뉴질랜드의 인도-태평양 도전’이라는 제목으로 웰링턴 빅토리아 대학교 전략연구센터 로베르토 라벨 명예교수가 기고하였습니다.
라벨 교수는 뉴질랜드가 아시아 태평양 지역에서 중국의 경제 성장과 미국의 군사적 보호, 아세안을 중심으로 한 지역 대화 메커니즘을 통한 지역의 번영과 평화라는 수혜를 받아왔다고 설명합니다.
그러나 미-중 간의 경쟁이 아시아 태평양 지역의 번영에 대한 위협 요인이 되고 있으며, 이후로는 뉴질랜드의 대전략이 인도-태평양 지역에서의 경쟁 구도를 기반으로 추진되어야 한다고 분석하고 있습니다.
동시에 뉴질랜드나 한국과 같은 중소 민주주의 국가들은 새로운 인도-태평양 지역의 구도에 대처하기 위해서는 다자주의를 활용한 '외교에 의한 힘 (power of diplomacy)'을 발휘해야 한다고 주장합니다.

The Insitute of International Affairs has released the new Pacific Report No. 8. In this issue, Emeritus Professor Roberto Rabel at Centre for Strategic Studies, Victoria University of Wellington contributed an article titled 'New Zealand’s Indo-Pacific Challenge'.
Professor Rabel explains that New Zealand has benefited from the rise of China's economic growth and the military protection of the United States in the Asia-Pacific region, as well as the regional dialogue mechanisms centered around ASEAN.
However, the competition between the United States and China has become a threat to the prosperity of the Asia-Pacific region. He suggests New Zealand's grand strategy should be based on the competitive dynamics in the Indo-Pacific region.
He argues that middle-sized democratic countries like New Zealand and South Korea should leverage multilateralism to cope with the new dynamics in the Indo-Pacific region, utilizing the 'power of diplomacy'.
