The 35th International Development Policy SeminarThe 35th International Development Policy Seminar was held on Thursday, October 26th at the GSIS International Conference Room. The lecture entitled, “Transition and Unification: Human Capital in the Unification of the Two Koreas,” was presented by Professor Byung-Yeon Kim, a current professor at the Department of Economics, Seoul National University. The lecture was attended by the 9th and 10th batch of DCPP students, Professor Hyeok Jeong, and 20 graduate students from different departments. The students were able to familiarize themselves with the unification process of Germany and examine the possibility of unification of the two Koreas. The Q&A session was full of debate over the possibility of unification and the possible implications for the Korean peninsula.

The 3rd FTA Commerce Strategy Seminar held on October 10thOn October 10, 2017, the 3rd FTA Commerce & Strategy Seminar Series was held at International Conference Hall, SNU GSIS. Professor Yoon Heo from GSIS of Sogang University gave a lecture to the students on the topic, “An Imbalanced Society: a Memorable Past”. Professor Heo explained about the imbalances in the Korean society using the candlelight vigils due to the mad cow disease during the Korea-US FTA negotiation as a prime example. He also responded to multiple questions by the students, especially concerning the influence of the broadcast system and their possible implications on the impending government policies.

CHAMP Holds its Entrance CeremonyThe 4th Seoul National University Graduate School of International Studies China Advanced Management Program (hereafter “CHAMP”) held its entrance ceremony on September 13th, 2017. The 4th CHAMP is underway with thirty five (35) participants. CHAMP was created with the goal to change domestic businessmen and leaders’ perspectives on China through an interdisciplinary and systematic curriculum that covers Chinese economy, business, politics, foreign relations, history, and culture. Furthermore, CHAMP is a program that tries to find the answers for creating Chinese business opportunities and building mutually beneficial relations with the Chinese people through social gatherings which include domestic and overseas workshops and other special programs.

Campus Asia Field Trip in SeoulOn September 29th, 2017, 11 students from the Campus Asia Program joined in the one-day Seoul tour. They first visited Buk-Chon Dongyang Munhwa Museum which is small, but contained numerous displays that was inherited from different ancient civilizations, from Buddhist statues from ancient India, China, and the surrounding countries to Korean indigenous drawings. After a nice meal in Korean Hanshik restaurant, they visited the vicinity of Chadeokgung Palace, including Seoul Museum of Art which mainly held three unique exhibitions: Self-evolving City, the Art of Dissonance, and the Folk art. Moreover, they watched a Korean traditional music and dance performance in Chongdong Theatre. The performance, Lotus Flower, was unique in that the plot and the romance was easily understood by the spectators without any script. For the finale, the tour was concluded with Han River Park in Yeouido, where the students were able to view the modern Korean people’s leisure activities.

Judge Jin-Hyun Paik, elected as President of the ITLOSJudge Jin-Hyun Paik has been elected as President of the ITLOS (International Tribunal for the Law of the Sea) for the 2017-2020 term. Members of the Tribunal elected Judge Paik to this position on October 2, 2017. President Paik has served as a member of the Tribunal since 2009. In accordance with the rules of the Tribunal, the President is elected for a period of three years and may be re-elected. As president, Judge Paik will preside at all meetings of the Tribunal, direct its work and supervise its administration. He will represent the Tribunal in its relations with sovereign states and over entities and is required by the Statute of the Tribunal to reside permanently at the seat of the Tribunal in Hamburg. The International Tribunal for the Law of the Sea (ITLOS) is an intergovernmental organization created by the mandate of the Third United Nations Conference on the Law of the Sea. It was established by the United Nations Convention on the Law of the Sea, signed at Montego Bay, Jamaica, on December 10, 1982. The Convention entered into force on November 16, 1994, and established an international framework for law over "all ocean space, its uses and resources". The tribunal is based in Hamburg, Germany. The Convention also established the International Seabed Authority, with responsibility for the regulation of seabed mining beyond the limits of national jurisdiction. There are currently 167 signatories, 166 states plus the European Union. The Jurisdiction is composed of twenty one (21) judges, and seven (7) new judges are elected confidentially, every three (3) years. Each judge has tenure of nine (9) years.

The 36th GLP Opening Ceremony held at International Conference Room of GSISThe 36th batch of the Global Leadership Program (GLP) of Graduate School of International Studies (GSIS) at Seoul National University (SNU) has just began, with the opening ceremony held in the International Conference room at GSIS on September 14th 2017. Included in this batch, are a total of forty CEOs and professionals of leading multi-national corporations, public enterprises, and small-medium enterprises in various fields. GLP is a long-established program at GSIS that has been ran for the last 18 years, since starting in November, 1999. As the chief management program of GSIS, promoting sustainable development and strengthening the potential for successful 21st century global management, GLP is aiming to nurture global leaders with multi-dimensional perspectives and the ability to engineer innovative economic growth. The curriculum covers functional academic fields, area studies, and liberal arts in order to examine modern-day managerial environments through dynamic perspectives. GLP lectures cover topics such as: 21st century global managerial environment, leadership, global business strategy, boosting marketing capability, analyzing global trends and market creation strategies, and Korean strategy in the global era. [Asia and the World] Economic Reform and Growth in Korea: Where to Find the Sequence?On September 25th, 2017, Yukikio Fukugawa, a professor at the School of Political Science and Economics, Waseda University, gave a special lecture on “Economic Reform and Growth in Korea: Where to Find the Sequence?” In the lecture, she explained that although Korea did follow Japan’s long stagnation after the bubble economy by converging her income with major economies already and passing the high growth period, Korea still has enough room for reform especially in labor market as well as financial market to improve the efficiency and the productivity. Also, analyzing President Moon’s economic policies and drawing some implications from the painful experiences of the Democratic Party of Japan (DPJ)’s previous approach, she argued that Korea need to make a political consensus for the reform as well as further market opening in order to enhance market-led growth.

European Identity & Politics on the Verge of the Refugee CrisisAlexander Goerlach, Senior Fellow at the Carnegie Council for Ethics in International Affairs, Senior Advisor to the Berggruen Institute, Affiliate to the Government Dept. of Harvard Univ, visited GSIS for special guest lecture on the topic of “European Identity and Politics on the Verge of the Refugee Crisis.” Touching upon a vast scope of European history dating back to the 17th century to contemporary Europe, Goerlach talked about the origin and transformation of the Western European identity, and how the relevant debates are becoming especially reignited upon the ongoing refugee crisis in Europe. While the ‘European project’ has been profoundly successful in inventing a new common ground of values and shared identity for the European states to experience an unprecedented level of integration and peace, Goerlach discussed how nation-based identities are becoming reinvigorated and clashing with the European identity especially in the post-9/11 era. Using the term Christian Occident, Goerlach found how the dominant Christianity and/or Catholicism rooted in the political foundations of Western European countries are leading many of these states to question the compatibility of Islam with democracy, in which lies the current problems of Europe’s identity and refugee crisis, as well as many right-wing parties’ ‘scapegoating’ of Islam in Europe.

The 3rd Research Seminar Held by Yulchon-GSIS CenterOn September 22nd of 2017, the Yulchon-GSIS Center for Emerging Economies had held its third research seminar at the GSIS. Total 28 lawyers, students, and professors attended the seminar. Constituting of six country reports—on Cambodia, Ecuador, Indonesia, Myanmar, Sri Lanka and Vietnam — each team had conducted a profound research on political, social, economic, cultural aspects of assigned emerging economy. Following each presentation, the lawyers of the Yulchon llc. provided a feedback for further research on each topic. Having successfully concluded the third seminar, the Yulchon-GSIS Center for Emerging Economies is looking forward to another successful year of fruitful researches.

북핵. 미사일 능력의 고도화와 동아시아 안보 지형의 변화On September 21st 2017, Issues and perspectives seminar, sponsored by Toyota Motor Korea, was held in GSIS. Professor Dukmin Yun, a former chancellor of Korea National Diplomatic Academy(KNDA), gave a presentation about “The enhancement of DPRK’s nuclear missile capabilities and the change in East Asia’s security environment”, one of the issues which is receiving great international attention these days. Professor Yun suggested three steps of actions to counteract DPRK’s nuclear capabilities and current crisis – Deterrence, Transformation and Denuclearization.
